New F-gas regulation: a phase-out or phase-down?

Recent plans by the European Commission on the future of hydrofluorocarbons (HFC) have renewed the debate of whether a phase-out of fluorinated gases – F-gases – is more beneficial than a phase-down.  In a phase-out, policies would lead to a complete ban over the use of F-gases. In a phase-down, policies would aim at a reduction in the use of the gases.
